Steven E. Garfinkle is a veteran workers’ compensation attorney. His experience includes representing both applicants and defendants. His practice is now focused solely on all aspects of the defense of complex workers’ compensation cases, including psychiatric and death claims. As a State Bar of California Board-Certified Workers’ Compensation Specialist, he is known for his expertise in providing accurate rating calculations and exposure analyses in complex cases, and is often called upon as a rating and exposure consultant. Steven is well-regarded for troubleshooting and resolving particularly difficult matters. He has also successfully litigated workers’ compensation insurance coverage questions and contribution disputes between insurance carriers.

In his eighteen years with Farmers Insurance Exchange as in-house counsel, Steven served as both a workers’ compensation defense attorney and a civil trial attorney. His civil litigation experience

includes defending complex, large-loss construction defect matters, catastrophic personal injury cases, premises liability matters, automobile uninsured/underinsured claims, and medical malpractice cases. Steven has “first-chaired” twenty-nine civil jury trials to verdict and resolved over one hundred civil matters through arbitration and mediation.  

 

Steven has represented public entities including the City of Los Angeles, the County of Los Angeles, and the Inglewood Unified School District. He has also represented insurance carriers such as Chubb, Liberty Mutual Insurance Company, and AmTrust Financial Services, Inc.

Steven earned his Bachelor of Science degree in Police Science and Administration from California State University, Los Angeles. He obtained his Juris Doctorate degree from Glendale University College of Law.

 

He served as a Commissioner on the State Bar of California Workers’ Compensation Law Advisory Committee. He also served as a volunteer with the Los Angeles County Superior Court as an arbitrator and mediator for civil matters. Steven has a background in loss prevention and holds a professional license for private investigation and security. Prior to obtaining his law degree, he operated his own private investigation business. 

In his spare time, Steven enjoys studying American history and traveling to noteworthy historical sites throughout the United States.
